Battlefield ranking

It plainly says in the new update that the number of cities a player controls is the primary factor for ranking. Then if a tie between players the total score would factor next to see who ranks above other players with the same amount of cities. As u can see I control more cities and currently hold 2nd place. This isn't a reset/update stats issue, because I've had the lead of controlled cities for several hours now. Others and myself are wondering if we are interpreting the rules wrong somehow or just misunderstanding something completely. If not, I just wanted to bring this to your attention. With this new update, strategies have changed completely. I've dropped a lot of territories to capture more cities so we can end this battlefield and move on to the next one. Just want to make sure I'm not hurting myself for the sake of a speedier win. Thx.

He has more in all scores. Although he may have less cities it matter how leveled the cities are. For instance a 5 lv4 cities are worth less than 3 lv8-9 cities( not exactly but it's an example). This is from my understanding of the rules
