Hey, this is probably caused by enemy rebel troops being near your city. The army base has an automatic function where your troops are deployed if you are under attack. Unfortunately, whenever rebels spawn near your city this constitutes an attack and all troops are deployed, making it difficult to expand or refill troops while the rebels exist. However, you can turn off the auto deploy function. Go to the troop list in your army base, there should be a box next to the "deploy when under attack". Just uncheck this and it should let you upgrade your tanks without them immediately deploying again. Just remember to turn it back on after you are done! Otherwise, you might come under an actual attack and your troops will not defend you.
