One would specialize in building upgrade time and troop production time. Maybe to a percentage of time would be reduce by each level. The other officer would be for different types of bunkers and other things the engineering truck could produce. Maybe it gives bonuses to the truck (HP, Speed, build/upgrade time, or resource cost reduction). Also for the bunkers it could increase the range, HP and defense with levels.
