In the Art of War the "heaven" was the seasons that could help determined who would claim victory over the battlefield. When there was a storm then the planes can't leave the airfield, unless they would have a high chance of being destroyed. While the sight range of any troops would be dismiss. The winter of Soviet Union help stop the push into the Soviet Union. By having this mechanic this would stop the already over powerful airforce in completely destroying an army or the main base.
