In the duration of the battlefield I was in, I've killed 3 "roaming" Tiger Tanks, and for the whole 7-8 days, only 1 respawned. Only I was capable enough of killing Tigers in my area as well, so I don't believe anyone else had taken the kills. But in the same battlefield, I have seen a player which Tigers have literally spawned within their turret range, allowing them to take the kill, without doing anything, and without the Tiger Tank's forces reacting to the turret. If anything, I would have to say its unbalanced/unfair. Back to your case, they have been respawning, you can read in Battle field chat if a Tiger has respawned.
