  1. Realism. There were not very many high-ranking black officers in WWII. (I believe there were like 5 total)
  2. Most officers that were black did not serve as flag officers, or in high command. They served on the field, either as soldiers, sailors, or pilots.
  3. Contrast issues. Sorry if I sound slightly racist here, but the portrait background is a dark beige. It just looks better with light skin color.
  4. And finally, models. Joycrafter likely doesn't have any black models who the profile pictures could be based on.
